As the oldest surviving ethnic group in Europe,  Basques are considered an isolated ethnic group. The Basque people have their own seperate language, culture and political past. They have long maintained their own individual fiscal system and provincial parliament. The Basque Country has the highest level of self-governance out of all the non-states located in the European Union. Because of this, the Basque region has a strong desire to be completely self-governed.
